Both are literally goddesses. Eirin is an immortal embodiment of intellect, was the master of the Watatsuki sisters, and claims to had spells stronger than the one that blocked out the real moon.
Meanwhile Zun has literally stated that Hecatia was on a league of her own in terms of power. Technically the boss of Hell and Shiki, but only because she's so damned powerful and happens to live there.

>God Tier
-Watatsuki Sisters
Yorihime can instantly conjure the powers of gods. By herself defeated Remilia, Sakuya, and Reimu consecutively. She's literally what Reimu would be if she mastered her shrine maiden skills.
Toyohime has nearly equivalent skills and powers to Yukari, except she also has Lunarian bullshit technology.

-Doremy
Smug overlord of the Dreamworld. It's not even clear if she was really defeated in Stage 3 LOLK. It seemed like she was just toying with you.

-Junko
Managed to reee hard enough to actually threaten the Lunarians, albeit with Hecatia's help.
Eirin literally had to give the protagonists an elixir that temporarily removed the concept of death.

-Okina Matara
Another literal goddess, although her powers are less clearly defined.
Very similar to Yukari in which she has her own dimension, uses doors for instantly long range travel, and is among the Youkai sages.
Also has the ability to manipulate vitality/mental energy to power-up anything and even create new Youkai.

-Yukari
Needs not an introduction. Seems to be helping train Reimu into a topnotch shrinemaiden for whatever reason.
Though its speculated that its to maintain balance in Gensokyo.
