I wonder what it really means, if it's not simply a figure of style.

Higurashi didn't really have the reader as a player, or only insofar as the reader tried to solve the mystery. If Cico is built on the idea that the reader can't solve the mystery, or isn't presented with one, it could make sense. But then Cico seems to be a political thriller, and if we are presented with bizarre actions from some countries, we will try to solve the mystery anyway. Thus the readers will be players in the game anyway.

The point is I can't see Cico without the readers being players, unless you remove completely 100% of all mystery and political intrigue. And I don't think Ryukishi will do that.

Maybe he means that the game will be between the respective "big shots", and our main girl (male) won't be a player because she isn't a big shot and must obey orders, and she isn't the one issuing them. Maybe he means that our duty will be to guess the motivations behind the politicians, without following one. I dunno.
