I dunno about saying Eiki's all job, though. Those times where she tromps Gensokyo dispensing advice on how not to go to hell are her breaks; she's doing it because she herself wants too, not because of her job. At least that's how I've always seen it.
So there's more to Eiki than the Yama, and she knows it. The two are just pretty close is all.
