I'm not saying she definitely will have good stats, but I can't think of a Japanese cruiser that has been through more shit than Aoba, and a historical meme status can matter a lot in KanColle. Besides "I AM AOBA" she has the Wolf of Solomon thing going for her, as in she'll keep coming back no matter what. She was fighting even after her engines were declared irreparable.
