I suppose. But I personally think that the opposite being true lends itself to interesting implications itself. The idea of Meiling following Remilia because they were both foreign youkai living in Gensokyo that bonded over that sense of cultural isolation opens the door for unique story opportunities that I don't think I've seen explored in fan works.
