I dunno, I think there were two reasons for Youmu being reincluded.
Primarily because she was closely related to the incident, divine spirits in Hakugyokurou and all that. But also because she was the only human in Imperishable Night to not have a solo appearance in a game that isn't 9 or fighting.

Plus, Reisen's a youkai, and he hasn't had a full youkai protag since Mystic Square.
