I can only think they are somehow trying to trick unsuspecting people into buying the game without checking it's genre. Or they are trying to compete for Fractale for joke anime of the century given how they pay the cheapest studios' single animator in rice and stale water.

Konoe was fine from what I remember. He had a personality and motives of his own, and while he wasn't necessarily the most interesting character, he wasn't a total doormat or blank slate either.

The rest of them are just plot devices. They are going to be on the bottom in any relationship, so they can't be too forward or proactive. They are always the victim that gets saved by the love interest, so they aren't self-sufficient either. (We're told they're good at stuff but they are always put in situations where they need rescuing, so it feels kind of meaningless.) To top it off, if you can't think of reasons why a character should like another one (hello Mink you fucking deadbeat), just make them a "naturally caring and empathetic good person" and never worry about why they are falling in love with any character in particular. You can write literal abusive relationships (fuck Mink) and it will work because the protag was written to be a nice person who doesn't think too hard about how they're being treated. See: many Otome protagonists.

In short, shit writing and characterization.
