There was no such rule as far as I'm aware, all that happens is that Rika mentions that she never saw Mion go crazy. Here's the thing though, Mion DID think the Sonozakis were behind the murders at one point, she admits this to Shion and even says that she was planing a way to strangle her grandma because she was convinced that they killed Satoshi, but was convinced otherwise at the last moment. This scene draws parallels to when Shion thought the same and nearly strangled Mion for it but was also convinced otherwise at the last moment.

In other words, Meakashi happens when Shion is re-convinced. Watadamashi happens when Mion is instead, most likely because of Satoko convincing her, similar to Takano fueling people's brains with paranoia.
