If we're just going by Passpartout, marine is better because she likes drawing manga people and the algorithm detects the face features and scores them highly.

Ina wanted to draw a bunch of chibi icons at the beginning, which can work at certain stages of the game, but with too much empty space and not enough variety of colors. They're very good drawings but the algo doesn't register it, at least in this stage of the game. Notice when she actually starts drawing her sempais with manga faces, the game immediately throws money at her.
