The school is in Pingtung, albeit the northern part and the Hengchun gate is from the southern part.

He would be looking for photos that actually pertain to the area, regardless if he took it himself or not.
The latest reference on the Taiwanese article about the elementary school is dated to be 2003, which means that at worse the article was written after 2003 (or it could be that the photo actually dated much further back, while the author updated the article and added more references throughout the years).
If you can find a source for the image on stock image sites like ImageFolio that dates earlier than 2003 then it'd be an evidence against that the gate is in Pingtung. Otherwise there's no such evidence yet.
