Okuu is very popular in the West. Not so much in Japan but that's almost always been the case.

While it could make sense, think about it on the moment.
Okuu gets the power to completely nuke the entirety of Gensokyo and is dead set on making the surface a scorched hell.
If Satori had this much power over Okuu, she would have stopped her, which she didn't. At this point Okuu was a dangerous wild card, and this despite technically doing the bidding of a higher power (Kanako, albeit misunderstanding the task) and being the pet of someone else.
Now Okuu does a 9-5 for Kanako.
