The number of available tiles isn't that much lower (25 instead of 34), the problem is the number of sequences you can make : 2 (123 and 789) instead of 4 in Tanyao. But since you can usually Pon the 1 or the 9, that makes it about as easy, or even easier since people will throw more tiles you need.
