Barter is the way of nature, and trade will occur even in the absence of a state, and will still happen no matter how much the state tries to stop it. Even some animals have a concept of trade and fairness. Crows will refuse to perform tricks if they see other crows getting fruit for doing something they are only getting nuts for. I wouldn't be surprised to find out that there were some sort of merchant fairies in Gensokyo. But I've gone off on a tangent.
