Does anyone know how it works when you cap your reviews?

Let's say I cap my reviews at 250, but I normally have to do 255 reviews that day.
Are these 5 leftover words (that I was supposed to review on that day) the the first in the line on the following day?

But that would mean that words I forgot recently would be placed at the end of the line and this would make it harder to learn those.
Wouldn't that stop me from learning and only further increase the amount of reviews?
