I don't really believe in the parallel world stuff and so I have come up with my own explanation for Rei and why there are so many other WTC characters in that series, Higurashi Rei is a sequel to Higurashi. Think of it like Umineko, All of Higurashi besides the murders and gassing really did happen and everything else was just an authors way of giving a bit of life to the village before they were all killed to make people care more about what unfolded there.
