Even strangers will call each other big sister, little sister, etc.
One of my Chinese friends and I were trying to find a building so she stopped another girl and asked,"Big Sister, where is..." It really doesn't mean much. It is just a way of addressing people, like Mr. Mrs. etc. People generally don't say the Chinese word for Miss nowadays because it has become equal to the word for prostitute. The more you know.
A socialist term of address would be 同志 or "comrade." Although in recent years it has been used to describe homosexuals.
