The Outside World has been a part of the Touhou setting for years before though. Why *wouldn't* ZUN bring a fish-out-of-water character to amuse readers with her bizarre and different point of view?

Not to mention Sumireko's curiousity and bluntness are pretty amusing and she clearly develops as a character and meets new people. Even her looks were clearly designed with care.
