do you mean the damage roll? your ship's damage has to beat the enemy's armor roll or else it only does scratch damage which isn't allowed to sink enemy ships so you will do less and less damage until it just shows miss even if you are hitting.

I was using tokai for e3 p1 and my equips were an exact copy of zekamashi and was still getting sent home 50% of the time. I won't pretend that my p2 fleet isn't gimped, but before that it was just bad luck and not having all level 140 ships like apparently is expected now.

You can do the math yourself with the damage calculator. Jervis and fletchers are speculated to have 1.6x+, 1.4x+ nuke damage respectively without even counting the extra debuff for E3. It is just easier to 1shot the E3 boss compare to the E2 boss, you are the minority in this case
