Tomitake was killed in the same way, meanwhile Takano, having taken what she needed from the warehouse, tried to escape so Ooishi was forced to kill her without hiding her body for lack of time.

the net target was SHion but her speaking with the mayor force Ooishi to kill him, this was against Rika's order and Ooishi used the death of the mayor to control Shion, who open to him the door of Sonozaki's house.

After Killing Mion's grandma and caging her, Rika bring Satoko in the mansion and use her as another bait to make Shion collaborate with them and accept to take Mion's position to hide her real status.(How can Satoko make Shion mad will be explained in ep3)

Ooishi then request an inspection for the warehouse and the governament block every inspection of it , but since Ooishi request even an inspection of the mansion , that inspection was blocked too like Ooishi wanted so no one could block his plan.

the rest of the plan was easy, Ooishi bait Rena and Keiichi with muh detective, muh Mion mad to make them enter in the mansion with the goal of killing Keichi but Shion , after talking with her loved 1 refused to kill him.

after days Shion stab Keichi(the goal was not kill him but making him witness the presence of Shion), then hug her sister and together fall from her house and their necks broke in the same moments.
Ooishi then put Mion's body in the well.
