Sanae says that mantaining it is too expensive for them (the moriyas), hence why they asked Reimu to help them with their cold fusion method. Meaning that the reactor did need some costly aid besides Okuu, probably the kappa.

My point was that, since Okuu is the Billy Mays of nuclear energy to the point where she even encourages others the idea of using it to create businesses, as well as saying how the underground city can prosper now thanks to her sun, she herself could be using the nuclear reactor for its most useful purpose: electric energy, now that Kanako doesn't need it or her anymore.
