Well... traditionally the majority of oni just have little nubs, with only rather few having large horns or outright antlers. Just the two shown in Touhou thus far have been of the two latter varieties.

Also, watch Wagaya no Oinari-sama (episode 14 or 15, I think. The whole show probably isn't worth your time) for a rather curious example of oni hiding horns in buns of hair.

If the case of precedence (see pic) is any indication, the chances are however fairly high. For better or for worse, come what may, knock on wood.

If a character with hairbuns is suggested to be an oni, she is better considered an oni until proven otherwise.
