kasen's dream version tells joon and shion that they're being deceived by yukari since she's a coward and incapable of leaving a disruptive element alone but being too scared to take action herself (which seems to be how everyone who knows yukari thinks, because it's not too far off what suika says about her in LE) and she makes a direct offer to joon and shion to join the dream dwellers to keep the perfect possession incident going and rule gensokyo (together, not on her own)
basically, she's just like the other dream residents in wanting to keep the perfect possession incident going, and she's all of kasen's traits taken to extremes. People always seem to think that a dream version is someone's true self, but it's more like it's their self amplified to extremes. Interest becomes obsession, Charm becomes manipulation, Kasen does engage in some manipulation, but it's typically for good reasons like convincing reimu to do something to improve her status. Dream Kasen, with all her traits taken to extremes, uses manipulation to try and get into the real world by appealing to joon and shion's desires to be the strongest.
what I'm getting at is stop trying to use dream dwellers as a gotcha about people's personalities
