Although wouldn't loli ran be a redhead or brunette with less tails? They only turn golden/white when they reach 9 supposedly.

Generally it's 100 years for each additional tail, but like with anything else there are exceptions.

A tail can be donated by a more powerful kitsune or
it can grow more tails as a result of an increase in its power. You can see examples of these in Yami to Boushi to Hon no Tobito when the foxgirl tries to get a promotion in exchange for capturing the princess's haircomb.

A better question would be whether or not Ran was subservient to Yukari for all that time. Ran is profiled as the strongest of the youkai beasts by Akyu and it's a testament to Yukari's power that she was able to enslave Ran. But if Ran simply was raised from a kit as a pet, then where's the big challenge in that?

But it would explain why Yukari's statement that Ran's power drops to an insignificant level when she disobeys seems to contradict what you saw in PCB. It's either that or Ran at her supposed weakest without Yukari's power is still a decent EX-boss, which would make sense if Yukari desired the strongest servant.
