Pathogenicity(the ability to cause disease) and antibiotic-resistance are not the same thing. A bacterium being resistant to antibiotics does not imply that it is pathogenic, and conversely there are pathogenic bacteria that are not antibiotic-resistant.
Therefore the statement

Is wrong, it will simply mean that non-pathogenic will gain antibiotic-resistance.
In order for non-pathogenic bacteria to become pathogenic it has to gain *virulence* which is a much different story.
