Sure, they already got it for events like miku symphony and for project diva.

They'd have to record it from scratch with Mayo Oyamano, so it's probably considerable more work than Miku and the others that they already had tons of high quality recordings and experience from their Vocaloid voicebanks. So basically it would cost the same as creating a completely new character but with a little less risks and marketing costs (though Teto has a high intersection with Miku/Rin, they probably should try to make a male singer with Miku's age instead since that's an area that has no major player).
