I think Amakusa may have shot Ange, out of kindness. Perhaps he witnessed her when she was imagining a conversation with one of the Stakes or something, and noticed it was happening more frequently, so he came to the conclusion that her mental state was quickly deteriorating. When Ange told him not to follow her on the heath, that's exactly what he did. He wasn't planning on doing anything really, but just wanted to keep on eye on her, in case she thought of anything strange.

When her life really was in danger, he started shooting all the guards. When Kasumi was finally left, he may have noticed her babbling things to what she thought were the Stakes, and after killing Kasumi, killed her out of kindness.
