Ciel has all the elements of a good character - cool tattoos, cool secondary outfit, combat nun gimmick, hilariously impractical weapon, nice little backstory, not annoying (this is rare for a Nasu female). It just doesn't come together well in her route, so everything people remember about her is "LIKES CURRY IN HER ASS".

If Nasu would have paid more attention, elaborated a bit on her history maybe, toned down Arc's role in her route, then I bet Ciel would be near the top.
