If anything it's the opposite, despite openly shitting on the highly decorated yet totally incompetent existing status quo pretty thoroughly to the point where some of the military officer designs are Starship Troopers tier, Ryukishi already cut himself off from any left wing american fans conceptually with the Walls of Peace and using speculation over same sex relationships to partly show the tunnel-vision of a younger generation. He also attacked engineering, particularly of the computer variety which is largely a left wing dominated industry by painting this picture where all the top jobs in the industry are filled with people that only know how to make minor adjustments to things very well and don't really understand how something actually works from the ground up.

None of these ideas actually contradict each other though, unless you're looking at it from the mind of a politicized monkey. Ryukishi comes from an era where society was less shit and the people shallow enough to be defined and redefined on a regular basis by election year politics had less of a platform to express themselves. He wouldn't look at the sorry mess the states are in right now and say that people are crazy because they're leftist, he'd say they're crazy because they're burning their own cities down.
