They can improve over time, yes, but in the time of Touhou they aren't much stronger than any of the other several dozen beings that live forever.

Well certain gods have to be above/inherent over other gods; what about the creator beings who were Gods long before shrines and worshipers?
And Gods DO get stronger with Faith fueling them; therefore it would have to be a different existential state of some sort (I don't get any stronger by someone saying I'm a pretty cool guy but I may get a temporary Charisma bonus).

Youkai die with disease, injury, or lack of using their powers. It's stated that the only reason Tewi's lived so long is that she's taken incredibly good care of herself.

Their "death", however, is more of become an inactive spirit and becoming fused with the land.

Mokou and Kaguya lack that capability, being humans.
