Tenshi's not exactly standing up against the Celestials' corruption here. She's just upset that they don't give her the attention she craves and acts out as a result. She doesn't really improve things for anyone.

The context is that Tenshi, despite pretending otherwise, is seething super hard over being kicked out and refusing to accept any responsibility for her own part in things.
Dream Selves are pure desires without any common sense or thought involved. So they don't have that part that says "I'm being unreasonable", or "This is stupid", and instead act without any restraint or consideration for practicality.
Deep down, Tenshi wants to go on a huge tantrum and have a world that accepts her, but her waking self is still sensible enough that raising a huge stink wouldn't actually get her anywhere, so she just kinda hangs out and annoys people.

The seethe about the power level disparity in SSiB seems kind of petty considering nobody was killed or gravely injured, and both the moonies and Yukari got what they wanted from each other.

You can only become a celestial through either extensive hermit training, being judged as exceptionally virtuous by the yama (assuming Heaven rescinded its "no vacancies" policy), or through nepotism, but Tenshi, as a shitty delinquent, really doesn't have the pull to do so. The most she could do is encourage hermit training, which admittingly would be a huge boon, since even though she's really just a bottom feeder amongst celestials, she's still shown as rather knowledgeable, which just goes to show how ridiculously broken the real celestials must be.

I just hope that the village numbskull isn't going to take his slightly enhanced physique for granted and do something reckless that will really mess him up.
