If we used the size of everyone's sprites to judge character height things would be even more screwed up then they are. It's only so big because it needs to be for extra detail (often the case with a end boss, you want them to be detailed)

Actually, she's depicted as tall as Komachi is in PoFV's endings, and Komachi is one of the tallest characters by SWR standards.
