And Vlov's IB instantly freezing the whole city is something he is shown to be capable of doing, way before he can even run out of blood/mana reserves.
There is also the fact Vlov's passive IB was able to shatter Ciel's Gothic Fort (30km diameter wall) in only one hour.

So a rank VI DA like Vlov should have a 300k~ tons Lifescale on account of their existence being on the scale of a city.
