It's kind of hard to find out people's whereabouts in Japan. In America it's really easy to find people if you know roughly where they live and their first+ last name because of all the online databases along with the fact that most Americans are on linkedin, facebook, insta or twitter. Japanese people on the other hand, seem to avoid facebook and prefer using social media that allows for them to go by aliases/remain anonymous (twitter, chans, etc.)

Also, I was reading an article where a Chinese woman in America was wanted for raping a student, and she was never tried because she immediately booked it back to her province in central China and completely disappeared.
