There's no such things as "tiers" when it comes to pantyhose, rather each pantyhose is defined by a list of features and attributes. Some of the more important ones are:

Denier - this is a measurement of mass density of the material. You can think of it as basically the thickness of the nylon. The smaller the denier number the more sheer and soft and fragile the pantyhose, vice visa. Pantyhose goes from 8 denier (very translucent, will never survive a wash) to about 100 denier (those thick, durable opaque ones you see schoolgirls wear).

Brief style - the brief is the part that covers your hips and is usually thicker than the leg parts. They can be made tight and elastic to give a form shaping effect. These kind of brief are called "control top". The opposite is called "sheer to waist" which means the brief is either made of same sheer material as the legs or only slightly thicker and about the same elasticity.

Feet - Since feet is the part of the pantyhose that sees the most wear it is usually reinforced with a thicker layer of nylon, generally at the toes and heel. These pantyhose will say "reinforced heel and toe" on the packaging. Pantyhose could either have a bend that fits the shape of the feet, in which case it's a "shaped heel" or straight where your heel just stretches out that section.
