An advice for the fellow /jp/sies playing.
Once you reach 2-1 you WANT to have your third fleet. Most of the time you will have a team doing expeditions, a main team for the hardest stages, and a sub team to lvl and look for drop in lower stages while the others are repairing. To unlock it you have to complete the unit formation quests, until you unlock a specific one: 【「重巡戦隊」を編成せよ！】
Then you will need to this 3 specific girls: 川内(Sendai), 神通(Jintsu) and 那珂(Naka)
Unlocking the quest itself can take some time looking for other girls, but these ones are easy to get. The problem start when you need to get these three, they are at easy stages but the drop can be a little annoying and rare, and of course, worst part is running out of fuel/bullets or have all girls repairing.
I recommend doing this rather than trying to rush the second map, wich is quite hard.
