Hmm. The director of the PV is a successful, middle-aged female director (Ninagawa Mika; also directed Sugar Rush, among other things). I understand you may consider it suggestive, but considering her work and such I'd guess it's more of a girl point of view thing. If you've seen anything by her, the style is very much like her, and since bathing together is a form of bonding for female friends, so it suits the "pyjama party" theme well. Maybe I'm not just lewd enough when I see it that way.

Of course, that doesn't change that it seems suggestive to some. Luckily, Jurina is more of a precocious exception whom they always cover(ed) up for the summer single than someone who they'd sell for sex appeal though - it could be they actually needed to cover her more than the kami7 for the Hebirote PV, and this was Ninagawa's way of doing that without making her stick our like a sore thumb.

Overall in my personal opinion these things are handled quite well in 48 though, since a lot of other idol groups market younger girls in a more suggestive way with clear, profit-oriented intentions, which I really dislike personally.
