There's no answer other than magic. You'd be hard pressed to find a logical explanation for the fairies getting fine clothes, costumes, and even their furniture. You could say they steal some things but everyone in the human village has been shown to be wearing edo period japanese clothings, not frilly western doll getups.

So unless Alice makes a hobby of preparing clothes for everyone offscreen I'd say magic is the only answer.
