Because she was originally designed as a villain character for some japanese collectible card game thing rather than being designed from the ground up for porn.

And you can apply that logic to tons of other monster girls. Why not make spider girls human girls with more eyes and legs growing out of their back? Why not make lamias and mermaids human girls with normal legs and a snake/fish tail?
