motive: hide the dark past of hinamizawa(cannibalism confirmed by Takano) and cover the Oyashiru murders used to eliminate Village's enemies (confirmed by Mion)

Ooishi commited all Oyashiro's curse murders(directly and not) then use his status of policeman to change the crime scene.

Tomitake and Takano are faking a relationship to find the sword inside the furude's wharehouse the final proof who cant finnally end this mystery,Shion and Irie are part of this group

Game1: Keichi started to invastigate, So the Plan was made him suspect about Rena to made him kills her then fake a murder suicide with Satoko but Keichi changed the destiny by trusting Rena , so Ooishi was forced to shift the Plan on Rena.

Game 3:Teppei has a terminal illness and wants to talk before die, so the original plan was to have him killed by one of the group by making Satoko faking abuses, but Keichi changed the destiny by joining the village to "" "save" ", so Ooishi tried to made Teppei be Killed by Keichi but fail again, so the only choice left was a fake Rampage.

Satoko died in all the games because in the end she aways discovers something.
