The name of her specie is 小悪魔, and it means imp. Koakuma is not her name. In fact, she doesn't have an actual name, but calling her Koa is cute. Calling her Koakuma would be like calling you "Human" instead of your name. Also you can expert her to act the way imp means she will, ZUN confirmed that she likes to play trick on people, not out of malevolence, she's just a cute prankster. Also as an imp she isn't very powerful, indeed, but she's still a stage 4 midboss, and resides in a library. Being around so many books and around Patche sure made her more intelligent than your average fairy. She can use at least summon portals, and has (at least)two types of bullets. That makes her stronger than Lili white, Dai and other nameless mid-bosses.

To answer your initial question better, while she isn't a succubus, 小悪魔 still carries the notion of being sexy. Think of her as perfect hebephilia material, as well as a cute, joyous daughter who likes to prank and joke. Not as an adult who sucks cocks for a living.

I wonder how ZUN feels about the fandom Koakuma. He generally says thing that promotes headcanon, but his official answer as to what kind of character Koakuma actually is generally get disregarded. Though, it wasn't in depth to begin with, ZUN probably doesn't care much for Koakuma, and I find that a little sad.
