She is Yuuka.
Kinda hard to imagine Yuuka as anything other than eccentric in every possible way.
She did dress up in tea towel clothing in pc98, and for some unknown reason this became tartan in PoFV, despite Yuuka having nothing to do with scotland, and probably hating fucking thistles because they are a shit plant.

But yeah asians really are just small. I think I vaguely remember a korean girl who was fairly tall in one of my classes, but this would have been when I was about 13 / 14, so she might have just been an early bloomer for all I know.
