The Cabal is a syndicate of succubus-family criminals, with the majority of their revenue coming from 'services' through contract killers and brothels. They get away with this obviously illegal and often times high-profile activity by employing Demons as lawyers who cover for them and manipulate legal proceedings out of a massive law firm based out of downtown.
Headed by 'the Empress', who acts above-ground as the head of the 'Iscariot and Cassius, LLC' and as the head of the Cabal in the underground. They're identified by their Cabal tattoos, which depict a Demon summoning circle usually placed on one's back. Moving up the ranks adds another circle to the tattoo, up to 9 for the 'Empress' herself.
