As a new player, what's the best way to get fuel?

I'm overflowing with everything else, but fuel is always in the double digits. Expedition 3 gives a profit of 15 fuel every 20 minutes, but is there really no better way? I got plenty of shit I want to waste all my resources on for no reason such as trying to build battleships but I am so crippled on fuel I can't even resupply my main fleet.

Am I just running too many light cruisers? What's the penalty for going out with no fuel? I'm thinking of just continuing to farm girls and exp without resupplying fuel. Can I do that?

also why is Yura just so full of happiness, I don't think there's ever been a time I haven't seen her sparkle.
