Youtubers in general are popular as fuck. This is just a different flavor.
As for why low-budget amateur-made content is popular, that's probably a reaction to overly slick and limited tv shows and films. There's some authenticity there. Even the vtuber you could argue as being the most artificial and produced (Akari?) still has her own personality and appeal, more so than your idols or anything like that.
