We could debate about canon all day, even with the supplementary materials, there's not that much to go on.
We DO know that Flan is NOT batshit insane. She does not like to attend the parties that Remilia throws. Though she was forbidden from leaving the mansion for 500 years, she voluntarily spends most of her time in the basement. Why? We don't know.
It's entirely possible that she IS well versed in etiquette, but she just doesn't give two shits and would rather do her own thing.

I like to imagine that she spends a lot of time reading or just lazing around and thinking. She might play with her toys every now and then, but it's not something she does every day.
Come to think of it, since the mansion inhabitants tend to avoid her, and her meals are probably delivered by Sakuya, Flan probably can take baths by herself and dress herself pretty well. That's a leg up on her sister, I suppose.
If she had a computer with internet access, she'd probably never come out of her room, and spend most of the day browsing image boards out of her desire for social contact and her reluctance to actually engage in it in the real world.
