That artist definitely has a knack for emulating Ayami Kojima's style made famous by Castlevania and emulated by I believe it's Akira Banpai for Koumajou Densetsu.

And attached is a pic of the young Chen we're all accustomed to along with Yukari and Ran by the same artist from the previous two pictures..

Yukari united the youkai to fight lunarians, so it's possible.

And youkai were not forced into living in Gensokoy by "unified human governments". They choose to live in Gensokyo because they don't want to live in the modern world. It was mentioned countless times in many sources. Akyu is wondering why they choose to allow humans to live in peace in the outside world instead of invading it and making humans fear them again at the end of PMiSS.

If humans united and threatened them as a whole youkai would also unite. And Ran said in SSiB that modern day youkai of Gensokyo are much more numerous and powerful than back when they invaded the Moon.
