Well, it's meant to show Satoko losing her humanity, like how she cried the first time she killed Rika and now she is laughing about it.

Of course, we're coming from an anime where all that got shoved aside for school problems in the final arc, making all the violence and killings completely gratuitous.

Meguri clearly shifted the focus away from the school for Satoko's characterization though, so hopefully all this is actually part of the narrative that's leading to the ending rather than the final arc just brushing most of the series aside.
