And Youmu was born half-phantasm. Yuyuko would have become a ghost when she died anyway, just like everyone else technically does. The reason she didn't pass on from there like normal is because she sealed the Saigyou Ayakashi with her body.

Kaguya was never human and Mokou is still human, just an immortal one.
