I think there hasn't been a hairstyle change but rather ZUN is trying to have the hair flutter in the wind, which is why it looks so messy now.
This didn't work so well for TD, but in WBaWC it actually looks like it could still be her old hair style.
It's seems likely that ZUN used Alphes's Youmu portraits as a reference. Notice how the the vest also looks eerily similar now?
