The sword is basically an incomplete being, like a kitsune-bi before it has found a man (or a woman to fuse with). It has urges and desires based on what it was created by that ancient Mamono Lord to do (albeit said desires have been altered thanks to the changes brought about by the current Mamono Lord), but it is still basically magical technology without a true mind of its own.

Another example of this middle ground between monsters and non monsters are the tentacle plants. And indeed it seems likely that their example is the reason the current Mamono Lord had the swords sealed away, she didn't want to take any chances after the tentacle plants showed they were still willing to kill humans.
